Constitution and the Declaration of Independence conected with the Walter Reed Hospital Scandal?

I have a social studies paper due on thursay, and i need to get some connections on the Walter Reed Scandal to the Declaration and the Constitution. I have been looking forever and i cant find anything. It can be a connection to anything that is against what they did (it has to be against what the hospital did). For example im looking for something that says, “must take care of soldiers” or something like that. I just have to prove that what the hospital did was against these two documents.

    Surely the rights of neglected veterans is in question here.

    Constitution, Preamble:
    We the people of the United States, in order to form a more perfect union, establish justice, insure domestic tranquility, provide for the common defense, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity, do ordain and establish this Constitution for the United States of America.
    Surely the rights of neglected veterans is in question here too.
